Richard Budgen was born in 1695. In 1723 he published a prospectus for a set of 24 maps, engraved by John Senex of Shropshire. One of these maps was the 1724 map of Sussex which provides the earliest printed record of a windmill on the site at what is now called High Salvington.

Descendants of Richard Budgen also became cartographers.
