High Salvington Mill Trust was a charitable body established by Worthing Borough Council in 1977. Control of the site and buildings of High Salvington Windmill was transferred to this body by means of a 99 year lease.

For many years this charity worked with the Friends of High Salvington Windmill to restore the mill and open it to the public. By the late 1990s, with trustees of both organisations serving the same role for each, and with potential new recruits being deterred from serving by the financial liabilities they might face if the Trust was prosecuted for a Health & Safety breach or the Trust was sued for damages after an injury or death, the two organisations were merged.

The merger into High Salvington Mill Trust Limited solved these two problems. Limited liability meant that potential officers were no longer putting their homes at risk and a single organisation eliminated the duplication in roles.
